createDecrypter<I>(algo, key): LLDecrypt.Key
Create a plain decrypter from crypto key.

  Encryption algorithm.
- key: CryptoAlgorithm.PrivateKey<I> | CryptoAlgorithm.SecretKey<I>
  Private key or secret key, which must match algo.
