Function to accept outgoing packet stream.
Parameters
- iterable: TxIterable
  Iterable of outgoing packets sent through the transport. Size of each packet cannot exceed .mtu.
Returns Promise<void>
Promise that resolves when iterable is exhausted or rejects upon error.
